Residents get first chance to challenge or support Destin’s boundary expansion, first City Council meeting scheduled for July 20

Destin, Florida – More than 2,000 acres could eventually become part of Destin, but the decision will not be made in a single evening, or by the City Council alone.
The first major step comes Monday, July 20, when residents will have an opportunity to speak publicly about a proposal that could redraw the city’s boundaries and change how a large section of eastern Okaloosa County is governed.
The Destin City Council will hold the first of two required public hearings at 6 p.m. during its regular meeting at the City Hall Annex Council Chambers, 4100 Indian Bayou Trail. The discussion will focus on Ordinance No. 26-20-LC, which proposes the involuntary annexation of approximately 2,076.095 acres of unincorporated property lying east and south of Choctawhatchee Bay.

Under the proposal, Destin’s City Charter would be amended to redefine the city’s corporate limits. The ordinance would also direct the City Manager to carry out the annexation process and require the City Clerk to submit the necessary documents to Okaloosa County and the Florida Department of State within 30 days of adoption.
Monday’s hearing is only the beginning. Florida’s uniform annexation process requires two public hearings, approval of the ordinance by the City Council and, ultimately, a referendum among registered voters living in the affected area. The second hearing is scheduled for August 3 at 6 p.m. at the same location.

Even if the council adopts the ordinance, the land would not automatically enter Destin. Voters in the proposed annexation area would still have the final say through the referendum.
The measure revives a long-running debate over whether eastern unincorporated neighborhoods near areas such as Kelly Plantation and Regatta Bay should be brought within city limits. Supporters of similar proposals have pointed to unified planning, greater local control over development and access to municipal services. Previous opponents have questioned possible costs, taxes, service changes and whether residents want to join the city.
The annexation hearing is expected to be one of the most closely watched items on Monday’s agenda. Public speakers are generally given three minutes, although the Mayor may adjust speaking time depending on the number of participants.
